Tonus Köftesi was registered by the Turkish Patent and Trademark Office in 2023 as a geographical indication for Altınyayla in Sivas. The official specification identifies local Zeron bulgur and kidney fat from sheep and cattle raised in the district as defining materials. It gives a 12-portion formula, chills the seasoned fat for one hour, kneads bulgur with lean beef, onion and spices, then fills 3–4 cm balls and boils them for 10–15 minutes. This home recipe faithfully halves that registered formula and adds only batch size, temperature and handling guidance. When Altınyayla ingredients are unavailable, fine bulgur and butcher-prepared beef kidney fat make a respectful home adaptation, not the protected local product itself.

Ingredients
How to make Tonus Köftesi
Season and chill the filling
Mix the very cold ground kidney fat with its 12 g/2 tsp salt, 6 g/2 tsp black pepper and 7 g/1 tbsp pul biber just until evenly seasoned. Cover and refrigerate at 4°C/40°F or below for 1 hour. Keep the raw beef for the shell refrigerated too.
Start the bulgur shell
Put the bulgur, ground beef, grated onion, shell salt, pul biber, black pepper and sweet red pepper in a wide bowl. Knead firmly for 12–15 minutes, adding the 200 ml/0.83 cup cool water a little at a time, until the bulgur has absorbed the water, softened and begun to bind with the meat.
Add the binders
Add the flour and egg and knead for another 4–5 minutes. The mixture should be cohesive, slightly tacky and smooth enough to close without cracking. Keep it cool; if it becomes warm, cover and refrigerate for 10 minutes. Divide into about 30 equal portions.
Fill and close
With damp hands, roll each portion into a 3–4 cm/1¼–1½ inch ball. Press a thumb into the centre and rotate to make a neat cavity without thinning the wall too much. Add about 8 g/1½ tsp cold filling, pinch the opening completely shut and roll gently until smooth. Keep the shaped köfte chilled while finishing the batch.
Boil in batches
Bring the 2 litres/8⅓ cups water and 9 g/1½ tsp salt to a boil in a wide pot. Add the köfte in two batches so they are not crowded, return to a steady gentle boil and cook for 10–15 minutes. Cut into the thickest köfte from the first batch and verify that the meat shell reaches at least 71°C/160°F; there should be no raw meat at the centre.
Drain and serve hot
Lift the köfte out with a slotted spoon, let excess water drain and transfer to a warm shallow dish. Serve immediately, traditionally with dried apricot compote. The köfte should be tender but intact, with a moist, peppery fat centre rather than a fried crust.

Ingredient Substitutions
These swaps change flavor or texture as described. Keep the original ingredients for the closest version of the dish.
Pul biber
Use the same amount of mild paprika for color and a gentler flavor. For heat, add a small pinch of chili flakes, then taste; chili flakes can be much hotter.
A few helpful kitchen notes
Registered version and home adaptation
The protected Altınyayla version specifies local Zeron bulgur and kidney fat from animals raised in the district. Fine köftelik bulgur and butcher-prepared beef kidney fat are practical substitutes outside Sivas, but they do not make the geographical product.
Buying kidney fat
Ask a butcher for cleaned beef kidney fat, finely ground while cold. Beef suet is the closest substitute. Butter, oil and vegetable shortening melt differently and do not reproduce the characteristic filling, so they are not recommended.
Heat level
Medium. Pul biber gives a warm, rounded heat in both shell and filling. For a milder version use mild pul biber rather than removing it completely; check the package because blends vary in heat and salt.
Allergens
Contains wheat and gluten in the bulgur and flour, and egg. Check packaged bulgur, spices and flour for allergen and cross-contact information. This recipe does not make gluten-free, dairy-free or other packaged-diet claims.
Food safety
Keep the raw beef and fat at 4°C/40°F or below, wash hands after handling and use clean utensils for cooked köfte. Ground beef must reach at least 71°C/160°F. Refrigerate cooked köfte within 2 hours and reheat leftovers to 74°C/165°F.
Preventing splits
Knead until the bulgur is hydrated, avoid overfilling and seal every seam before boiling. Keep the water at a steady gentle boil: violent bubbling can knock the köfte together, while a weak simmer may leave the meat undercooked.
How to store and reheat Tonus Köftesi
Serve immediately, or refrigerate within 2 hours in a shallow covered container at 4°C/40°F or below. Use within 3–4 days. Reheat gently in simmering water or covered with a splash of water until the centre reaches 74°C/165°F. Freeze cooled cooked köfte in a single layer, then pack airtight for up to 2 months; thaw overnight in the refrigerator before reheating.
Tonus Köftesi: questions and answers
Is Tonus Köftesi fried?
No. The registered method shapes the filled köfte and cooks them in salted boiling water for 10–15 minutes. Their surface should be tender and matte, not browned or crisp.
What is Zeron bulgur?
Zeron is the local bulgur named in the Altınyayla registration. Outside the region, use fresh fine köftelik bulgur that softens during kneading; coarse pilaf bulgur will not make a smooth, well-sealed shell.
Can I prepare Tonus Köftesi ahead?
Yes. Shape the köfte up to 1 day ahead, arrange them in one layer, cover and refrigerate at 4°C/40°F or below. Boil them directly from the refrigerator and confirm the centre reaches 71°C/160°F.
